i bought new build over 5 years ago and still not had a gas or elec bill!

Consumers are legally bound to pay for their utilities. However, the Limitations Act 1980 prevents charges being recovered if the electricity or gas was used more than six years ago. In Scotland this period is five years.
Suppliers should at least offer a payment plan that allows you to repay any debt over the same length of time that it has built up. In other words, if you have not had a bill from your supplier for three years then, when a bill does finally appear, you should be able to spread the repayments over three years. However, if you accept a payment plan then you will not be able to change your supplier until you have cleared the outstanding debt.
However, as a result of the ‘super-complaint’ submitted by energywatch in April 2005 to the energy regulator, Ofgem (see below), energy companies have been told that, as of July 2006, they should no longer bill for any energy used by consumers more than two years previously where the company themselves has failed to provide a bill. As of July 2007, energy companies will be expected not to bill for any amount that dates back longer than a year.I'm not cynical I'm realistic

you might want to contact Energy watch on Helpline: 08459 06 07 08 they are the industry watch dog.
Quote your MPAN number that will have been provided to you by Yorkshire MPAS they will log your complaint.
Contact npower (nee Yorkshire Electric) and explain you have filed a complaint with energy watch you need to provide the reference given by Energy Watch and ask to speak to someone in the Energy Watch team who are based in Worcester who will jump through loops to sort you out as now they have 56 days to deal with and put closure on your complaint or Energywatch will deal with it giving npower a penalty may even find in your favour to wipe off 50% off the billi would play the stress card and tell them i want some knocked off for stress and duress caused by this usually you will get a EX Gratia payment because if they send you a response your not happy with by day 56. Energywatch interceed 9/10 the wipe 50% off the bill. Be warned do not be unreasonable in your approach as Energywatch can also find in the favour of the supplier. As a point of notice i dealt with at least 5-7 complaints a weeks the same the company is stuck in the ice age so disorganised its unbelievable.

Any person wishing to use the OFGEM rule needs to show Due Diligence in their efforts to contacting their supplier by keeping all records off calls and copies of letters. recorded always helps as suppliers are so disorganised a lot of mail never gets to the right deptFrom the energywatch website:

You have my sympathies. 8 months after moving into our property, we are still no closer to finding out who supplies our gas. Despite involving Transco (their records are wrong), British Gas (who think they supply us but the meter number they give us doesn't come into this property) and energywatch (who actually did !!!!!! all). Every night for the past 6 months I have been on the phone begging someone to tell us and it's really getting me down. I've written, called, complained and got nowhere. So i'm going to leave it. Ive done my best. Spent over 70 hours on the phone (have copies of phone bills to prove this) and I'm not loosing any more sleep over it. If they want my money, they can damn well sort it out themselves! I really don't know what more I can do.

Similar problem here. After ascertaining via Transco Meter Helpline that my gas supplier is Scottish Power, I 'phoned them and told them. They are still insisting that they're not. Haven't had a gas bill since June 2006, despite my efforts!!'The only thing that helps me keep my slender grip on reality is the friendship I have with my collection of singing potatoes'
