No, you want your item. You've paid for it! You won it fair and square, if he wanted more he should have listed it at a higher price.

Report him as a non-performing seller. And then consider your feedback carefully. Don't mention feedback in any messages whatever you do!

It's sellers like that that give eBay a bad name.......a long time ago, before DH started his eBay business we used it occasionally to sell items left over from the house we were then renovating. On one occasion we had about 400 old terracotta roof tiles that were from a demolished outbuilding. We listed them for auction with a 99p start - you've guessed it, they sold for 99p. Did we renege on the deal? Of course not - we're too nice! The guy that won them had to collect in two trips there were so many - and DH even helped him load his car...........:o

We would never have dreamt of refusing to honour the contract between us and the buyer. OP, stand your ground, report him and don't ask for a refund........

As others have said, stand your ground.
Send a polite but firm message saying something like you won the item fair and square, and it's only right that the seller should fulfil their end of the deal and send you the item.
Don't get angry, and don't mention feedback or cases, as the seller could use that as feedback extortion to get any of your feedback comments removed.
