This can be achieved on BT but is chargeable £3.35 P/M.

    Stop unwanted or nuisance calls.
    What's the benefit?

Choose to Refuse prevents unwanted or nuisance calls getting through to you.
    How does it work?

If you frequently receive unwanted or nuisance calls from a particular number, you can block that number from getting through to you. This ensures your peace of mind and, if later on you change your mind, you can lift the block and allow the caller to contact you again.

There are varios softwares you can get for certain phone that will allow you to block calls and/or SMS messages from specified numbers as well as provide other advanced filtering features. Just google the search term callshield or "block calls". The software usually requires smartphones or PDAs such as windows mobile devices or symbian based handsets.

I would have thought most "nuisance callers" would withhold their number - if not, then you should be able to trace the company concerned and demand to be taken off their database. If the number belongs to an individual, then just threaten to report them to the authorities if they don't stop hassling you.

I called BT's nuisance call department the other day. The operator said "Not you again".
