Got my wife to check, apparently it says that free parking with blue badge only applies to disabled bays, but I never seen this at the time.0

Stroma has already explained this to you at post 2.
If they provide disabled bays, they BPA code of conduct says they can't issue a charge against a vehicle displaying a blue badge. It is that simple.I'm a retired employment solicitor. Hopefully some of my comments might be useful, but they are only my opinion and not intended as legal advice.0 -

This is going against various guidance.
I regularly park in a 'normal' bay, when displaying a badge, knowing full well I can't be touched.

If you have no printer, e-mail the document to yourself as an attachment and print it off at the library. If you don't appeal to the PPC, you won't get the code you need to appeal to POPLAI'm a retired employment solicitor. Despite appealing to APCOA and not receiving a reply, I have now had a letter from Roxburghe.
Standard letter, saying no valid dispute and no payment received. I noticed another thread the other day saying the same thing. Is this a tactic, to avoid giving out POPLA codes?
What would be the next suggestion? Obviously, I'm not gonna pay.0 -

Yes it's typical of APCOA at the moment, probably a tactic to avoid POPLA and hope to get more people panicking and paying.
