BT Broadband seems slower and slower

I have noticed, that over the past few months my BY broadband has been getting slowere and slower, and during that time I have had endless calls from BT trying to entice me over to Infinity.
As always I am very cynical about the timing/coincidence of all this.
I had yet another BT upgrade this morning, and then decided to measure my download and upload speeds - they are pathetic:

Upload - .38 MB

Can BT control your speeds, and would they possibly use this to try to lure you into another contract?

You need to log on to your router and check your actual connection speed, line attenuation and noise margin.
PS when doing a speed test always use a wired connection.
