Right to buy Stamp Duty etc

I am advising my daughter on a Council house purchase which the Council is doing under the Housing Act 1985.
Basically there is no problem with the documentation provided and the Draft Transfer needs no alterations.
My daughter has the option of providing two properly bound engrosments or the Council will provide the same for a fee of £30 on receipt of the original site plans.
As I do not know what is acceptable as "properly bound" and my daughter does not have facilities for producing the final tranfer I think it is better to pay the £30 and let the Council prepare the final papers.
I am going to suggest that when they have finalised the documentaion they send me a pdf to check all is in order and on the appointed Monday my daughter goes to the Coucil office to sign and have witnessed, by them her signature. She will have banker's draft for full amount payable plus confirmation that all rent has been paid. There is no mortgage. If they prefer they can send her the finalised thansfers and she will take them with her signed and witnessed on the appointed Monday.
I presume if the Council required anything else they would have stated this in their covering letter.
Can anybody see any problems with above?
It then comes to the stamp duty that will be payable and I have searched the Gov. site on this matter. It seems that individuals are not able to make use of the on line system and must complete a paper SDLT1 which cannot be downloaded but can be ordered.
1. Has anybody been able to make an individual on line payment of stamp duty or is the paper route the only way?
2. Is there a charge for the SDLT1 ? Is it available elsewhere?

Geriatric (btw I'm 65 myself..).
Are you a legally qualified solicitor or conveyancer?? If not I strongly suggest you pass the job onto someone who knows what they are doing. Any ignorant adviser can be very (VERY!!) expensive to the poor client..

Interesting point. Would appreciate details of how the tax payer picks up the cost of the discount. I had not heard that theory before.
On the basis somebody wins so somebody looses you could be right but how the loss is paid for by the tax payer is far from clear.
In an other 15 years you might qualify for the Geriatric label!

We pay for it because that's one less affordable house for people who genuinely need it, and then the person who could have had that ends up in private rented which is more expensive and housing benefit pay for it!?
Selling off social housing is wrong. It's there for people who need it, if you can afford to buy, then go and buy private!
The discount really annoys me, if you rent private for ten years like I have, no one waves a magic wand and hands me 75k of equity.

As the proceeds are to be used to build new properties on land being made available then social housing wll not be diminished.
I would be happy if you could guarantee for me to live that long but I doubt if I will see that day or understand your reasoning.0 -

00ec25 is making a sound point here. You don't quite know what you are doing and the advice to use professionals is sound. Have you had a survey and got a professional opinion on whether the property is physically mortgagable? Similarly, a solicitor will advise - if asked - as to whether the property is suitable in a legal sense as a security for a mortgage.
If you do not cover those points, you risk buying a property which cannot be resold.
Hence the comment about fools and their money.You might as well ask the Wizard of Oz to give you a big number as pay a Credit Referencing Agency for a so-called 'credit-score'0 -
