Post Office basic bank account

A new employee has a basic PO bank account, previously opened for him by the JobCentre for paying in his dole cheques. I don't know what the proper name for this kind of account is.
It has a sort code and account number, but apparently won't allow payments in. When I try to run the monthly salary transfers, his gets rejected. He has asked in the PO, and is told that is correct.
He has tried to upgrade it to a proper account, but that needs a passport or driving lince, they say, and he has neither.
He lives in cheap lodgings, isn't on the electoral roll, and pays no utility bills.
Now he has got a job, but it seems is prevented from being paid like everyone else because of this stupid non-account.
Is this correct - what can he do?

He needs to open a basic bank account, with the co op or barclays and ask specifically for a basic account, he can explain he has no DL or passport, they can use his old benefit letters and will find a way to adhere to there money laundering requirements, he just needs to sit down with them to find a way to open an account. The post office account is specifically only for benefit receipients as he has found out.

It sounds like a Post Office Card Account, which isn't really a bank account at all, more an electronic way of paying pensions and benefits. He won't physically have been able to pay his dole cheque into it - it would have been credited direct. And as you have established, it can't be used for any other purpose.
His answer is to find a bank that will open a basic account with alternative documentation

A provisional will do, so you don't need to drive. If people can't be bothered to do that, they should understand they will be shunned by the banking industry (And other industries). You often even need photo ID when picking up things like tickets. Its ludicrous people can't have some form of photo ID.0 -
You have to confirm that you meet the minimum eyesight requirement to obtain a provisional driving licence As I don't meet that requirement and won't claim fraudulently that I do, it leaves me unable to get that form of photo ID.0

Its only paranoia if the government really isnt out to get you. Unfortunately, no government can be trusted in the long term, therefore, ID cards are a non starter and long may it remain so.
What is this obsession with ID requirements. Our local Tesco wants ID when the person purchasing the item is clearly of legal age to do so and we all passively put up with it.Debt Free! Long road, but we did it

The photo ID thing is a red herring.
It's just sufficient ID to prove his identity; photo ID makes it easier for the banks and harder for fraudsters so it's their preference.
Barclays, Nationwide, HSBC, Halifax & the COOP all issue basic accounts with a debit card & full ATM access.This is a system account and does not represent a real person. To contact the Forum Team email forumteam@moneysavingexpert.com0
