    What browser are you running?
    Internet Explorer:
In the Tools menu in Internet Explorer,
    click Internet Options,
    click the Connections tab
    click LAN Settings
    As above then.

What did it say then? If you are connecting to the correct network access point with the correct pass key then you should have the internet. Can you ping any addresses while connected?

    ok,

if it brings up an ip address beginning with 192.168.x.x
then you are really connected to the router, and the issue is either with IE settings or possibly firewall.

If it doesn't bring up a 192.168.x.x then you aren't connected properly, and need to look at your wireless issues.

One thing you could try is to plug your laptop direct into the neighbours router, this will rule out wireless issues.
Ever get the feeling you are wasting your time?

    start
    run
    type cmd
    press enter
    type ipconfig /all
    press enter
(be aware that there is a space after the g)
You can copy and paste in the window that appears by clicking the icon in the top left corner of the window and using the resulting menu.
