What is your signal strength and have you asked the neighbour if there is a problem with the connection? Also check in your browser tools/ options connection settings for any proxy being set.

I was in their house right next to the box and it didn't let me!

What would I have to do about the encription? I unchecked a box it told me to when I 'diagnosed connection problems'

You need to ask the neighbour if the connection is secured at all and if so what is the key to it, jsut because you live next door it doesn't mean you will get a good signal. When you double click on your wireless connection icon does it not show you your signal strength?

    What browser are you running?
    Internet Explorer:
In the Tools menu in Internet Explorer, click Internet Options, click the Connections tab, and then click LAN Settings
