need boiler moving

I rent my flat.

There is couple issues with the boiler.

First its actually illegally placed, the guy who services it every year ignores it as my landlord gives him loads of work and that I said I dont want my window bricked off (which is what my landlord would likely do if the issue was raised as is cheapest solution), The issue is the exhaust is below my kitchen window, so I keep my window shut when its on.

Second is lately the boiler is getting problems with the pilot light going out, its placed below my sink and the placing also puts it behind my washing machine. In short its very hard to get to. When the service man comes he has to pull out the washing machine to access it, and even without the washng machine there its hard as requires bending down into a tiny area to access it (underneath kitchen surface). Basically someone has to be quite fit to be able to access it. I am not fit and have various health problems including issues that prevent me (a).moving heavy objects such as my washing machine (b) bending my back (c) bending my legs So eg to relight the pilot light the washing machine has to be moved out, then bend down to access the boiler so can look in the slot to see the light and press the buttons etc.

Basically I want the boiler moved, the flat upstrairs he says its in a much better place at the side of the window so legal and easier to access, but I am told moving a boiler isnt cheap even if just a small move. Since the landlord would reap no benefit himself from moving it (as after all he doesnt live here) what would be the best way to try and get it done?

My landlord typically doesnt spend on heating and insulation, most of his properties are actually storage heaters with no gas at all.

The boiler incidently is a baxi solo 2 rs. I am lucky it hasnt been doing this in winter. but I still need hot water in the summer.
