Water Bill Increase From Last Year (non meter)

I haven't paid any of my water bill yet this year and I looked at it today and noticed it has increased by almost £43 I think thats a lot why has it increased by this much? It's not a meter it just seems a big increase to me. It's Severn Trent

Last year it was £243.78
This year its £287.31
I've stayed at the same ratable value not sure what band that is but its saying ratable value £160Thanx

I just got this from thier site I'm not sure if the increase sounds right or not...
New Charges – Unmetered customers
The average unmeasured household water bill (full service) is increasing by 5.7% for 2007/08.
For Water supply charges the average increase is 5.4% and for treatment of waste water the average charges have increased by 6.1%.
This equates to an increase of just over 4p per day for the average customer
Please be aware that charges do differ depending on the rateable value of your property and where you live.Thanx
