Debt Card Tranaction

Hi,
Please can you help. I paid my monthly Yorkshire Water bill online, last week. I quickly realized that I had actually paid the full years bill by accident.
I phoned YW to resolve my error. They advised me that they would have to wait for the transaction to clear before they could refund me the amount that I had overpaid and told me they would contact me in a couple of days. therefore I phoned my bank and asked them if they could cancel the transaction, however they advised me that as it was a debit card payment, they could not stop the transaction. They told me that YW can stop the transaction going through by putting a hold on transaction.
I decided to wait for a couple of days for the payment to clear. YW then phoned me to offer to refund me the money, they advised me that i could have it as a chq or they could pay it on my debit card. However they refused to pay it, until they have had authority from my housemates, one of which has moved out and is living in hong kong (which is not possible), even though i made the payment from my card. YW claim that because I paid online they can't see where the payment was made from. They have instead asked me to send a copy of my bank statment to their HQ's before they refund me the overpaid amount.
Is it true that they aren't able to see where the payment was made from? And should they refuse to pay me back to debit card/send a chq until they have seen proof.
in the meantime I needed that money to pay other bills.

They can see the debit card number and relevant details so why dont they just recredit that?0
