You'd need to install an app that allows White listing (allowed calls, texts ext) and Black listing (auto deletes text ects as they come in).
You set the rules in the app and it does the rest.

This would almost certainly require the phone to be jailbroken, as I don't believe there are any Apple approved apps that would achieve this.

Looks like there's at least one app that appears to allow blacklisting.

    Call Bliss. Info here; http://www.cultofmac.com/220371/heavy-duty-do-not-disturb-iphone-app-call-bliss-adds-blacklist-maps/

That looks like just a front end to Do Not Disturb. Doesn't block calls, puts them on silent.

Being locked down reduces the risk of the phone being fouled up by dodgy software! That is the problem that has plagued ordinary desktop computers running Windows, thankfully Apple products while not being immune are a whole lot more secure.

Why not just tell the person to stop texting her? if the messages are from an Iphone and show sent\received timestamps then check the message settings to stop such confirmations..

She has asked the person on numerous occasions to stop texting but that didn't works that's why she wants to block, the person isn't using an iphone i think she is going to change number and hope this person doesnt find it out,

Did she try speaking to her network provider and ask them whether they can block that phone number?
