The chances are its one of the employees of the garage who has given you a self ticket, they earn commission out of every mug who coughs up. As for UKCPS, they are just a corrupt company in a corrupt industry, they are scammers, they are trying to scam youWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

They've continued to reject your appeal because they can, because this is how they make their money (fake parking tickets) and because a lot of stupid or naïve or uninformed or scared people pay these chancers.
Did you look at that link showing who you are dealing with here - a BBC show featured them as a bunch of chancers in a caravan behind a pub.
And do not just focus on the 'not private land' thing at POPLA. I know you feel your evidence is compelling but you don't want that alone to rely upon at POPLA. So let us know when you get your POPLA code.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
