there seems to be quite a few reports on various forums including this, and those are probably only a selection of them.
At what stage would it be possible to have Parking eye listed as Vexatious Litigants?From the Plain Language Commission:

I've said it before they need to recruit an army for these spurious claims, the sooner the wheel falls off for these scumbags the better.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Isnt the first case due soemtime next month?
if this is well defended and chucked out on a simalar vein to Ibotson vs VCS then the impact will be interesting.
On a side note, someone on pepipoo is going down the planing permision route with regards to the cameras on poles.
This is not the only hurdle, theres also the issue of the retail park/car park having planing contraints on it, such as free parking for a signifficantly longer time that the PPCs allow for, and the ability for people parking in the car park to use the local shops and facilities.
this is one thing that I have been trying to find/search for on various local authority planing websites, but with out much luck.
And then to top it all off there is also the buisness rate aspent, if its a free car park then the rates are lower/nil, if theres a charging system in place ( ie pay and display) then the rates are higher.
When a PPC infests a free car park, acting on behalf of the car park owner they start imposing charges on that land, therefore the car park owner should be paying the appropiate buisness rates for that land.From the Plain Language Commission:

Hmmm,
Currently for me PE are being a bit slack. I sent a response to their last threatogram weeks ago with instructions to respond to me within a certain period of time and I've heard nothing.
Not that I'm complaining mind0 -

It would be great to see the likes of Aldi or Morrisons being required by the defendant to appear alongside PE in a court case. After all PE is acting as their agent, and therefore the landowner must be fully acquainted with the case and in full and total agreement with their agent in taking one of their customers through the court system.
