It's a Jersey Telecom mobile number, so it won't be inclusive. Effectively it's like phoning to a foreign network, since Jersey is not part of the UK.
Seems to be about 24p per minute:

T-mobile used to have a webpage listing all 'excluded' numbers, but they seem to have pulled it.

    Non-inclusive 07 mobile numbers customers after 1st February 2012

If they cannot direct you to any document explicitly saying that 07937 numbers are excluded, I would complain and demand a full refund.

ETA: found a new (another?) version: http://www.t-mobile.co.uk/shop/terms-and-conditions/inclusive-allowances/
I don't see 0793 here. They do say "but may not be limited to", but I don't think that such a clause has any legal power.

"please contact us if you would like to check a particular number before dialling it from your T-Mobile phone" suggestion is just laughable.

Notes on UK calling and inclusive allowances, Boosters and Rewards
    • Unless we tell you otherwise, all charges for UK calls are for calls made or received within the UK only.
    • Calls within the UK only are calls made or received in either England, Wales, Scotland or Northern Ireland.
    • The Channel Islands and the Isle of Man are not part of the UK. That means that, although customers of networks there will have a telephone number starting with 01, 02, 03 or 07, calls to those numbers from the UK will be charged as a call to a Zone 2 country.

    There are three issues here:

    (1) Transparency. The customer making the call may have no way of knowing which 07 number terminates in a different territory. The mantra that calls to 01, 02 and 03 numbers are charged at a 'standard rate' is misleading. However, the customer must have the ability to check.

    (2) it is an OFCOM requirement that all networks publish a Price List (called a Tariff) showing all costs. This must be available to consult and will be linked from their web site.

    (3) The customer remains liable for all call costs made from their handset - but the number MUST be listed on the tariff if they hope to charge a higher rate for it.

I got caught out calling a licra mobile
Don't put your trust into an Experian score - it is not a number any bank will ever use & it is generally a waste of money to purchase it. They are also selling you insurance you dont need.

See also the Lycamobile kerfuffle where T-Mobile is (was?) excluding these:

In the case of charges for calls to Lycamobile, OFCOM said that they were happy whilst T-Mobile were refunding the user the first time they had been charged, but at the same time telling them they would be charged next time. "then you know", they said. All rather silly if you're locked in a contract. I had a few charges but didn't take it any further since: 1) my only Lycamobile contacts moved away, 2) my contract ended, 3) T-Mobile published the exception list, albeit buried deep. Some people did get some "bill shock" though.

At the very least, I felt it was an advertising issue. T-Mobile would persistently advertise that their allowances included calls to "all UK mobiles". Indeed on their next tier they would say "excludes calls to channel islands" (which to me is obvious as they are not in the UK). This would drive people to believe that their attention had been drawn to the only relevant "exception".

All this is nice. The only small problem is that all mobile 'area codes' make no sense anymore because of the numbers portability.
Our beloved Ofcom should have never allowed porting numbers between 'UK' and 'non UK' networks.

    It never did.

    It's impossible to do that.

The only apparent exception is that there is an mvno arrangement between Manx Telecom and O2 (Manx as an mvno in UK), and some people have a roaming SIM from ekit with an O2 number attached to it, possibly as well as a Manx number and an American number.

But that isn't porting numbers across territories, just adding another identity on the SIM card.

However ekit is now owned by Jersey Telecom, and more recent SIMs prioritise the Jersey number, though there may still be a Manx ID on some too.
