Need advice on residential parking problem - not sure where to post??

I'm not sure if this is the right place to post this but couldn't see another appropriate forum....

So, I live in a zoned parking area and our block of flats has 5 spaces outside. Four of us out of six have a car each.
The block of flats next to us (buildings are attached)has a parking bay for six spaces.
Basically one of the guys in the block next door has a massive works van, a green car and a red car of which only he drives. He takes up 3-4 spaces every day depending on how badly he has parked his enormous van! There are another four residents in his block with cars and they all end up parking in our bay.
Myself and one other in my block are disabled and have a parking permit for the road but it is sometimes impossible to park near enough to my flat.

Is there anything the council can do If I call them?
