Flight Delay Compensation - Thomas Cook Only

I have lodged a complaint with TC and today I have received the same email that everyone seems to be receiving but with an extra bit added saying after a full investigation they did all they could to minimise the delay but no mention of extraordinary circumstances! They have offered a goodwill gesture of £150 discount voucher........... i feel they have admited a failure and are trying to fob me off.........what is the next step i need to take please, has this happend to anyone else??????
