I'd doubt you'd be able to find the details even if they were retained elsewhere due to data protection. I'd imagine the IMEI number would be connected to some mobile phone insurance contracts but only where they'd been registered and only used if the person in charge of the contract made a claim.0 -

In the USA there is a national number for this sort of thing.

For £1.99 you can check the phone hasn't been blocked or reported stolen at the CheckMEND web page (http://www.checkmend.com/uk/). If that is what you are asking.
eBay suggest the following to anyone selling a mobile phone via their web site: "To reassure buyers that your mobile phone is legitimate, the police recommend that you get a checkMEND certificate. checkMEND is a database of lost and stolen property and a certificate will show that you have verified that the item that you are selling is not stolen. Buy a "Pay As You Go" handset from a store that does not have CCTV cameras and pay for it with cash!Understeer is when you hit a wall with the front of your car
