I completely agree with this, probably this descriptive answer may solve you problem of locked phone.:money:

Because the IMEI has to match with the original owners details who had the phone registered to their account when it was on a contract.

Its part of the agreement Vodafone have with Apple, if the phone was previously on a contract, Apple will only unlock an iphone when the request is made by the original owner.

Apple has no record of the name in which the service contract was registered. Only Vodafone (if anyone at all) would carry out a check of the original contract name against the IMEI.
