Plusnet offcom, and overcharging

Ive been with plusnet for a good few eyars now, and all is mostly well, however theres one thing that severly irratates me, and thats is the fact that plusnet are overcharging for their broadband.
As far as things go there are tow price systems that they use, a low cost area, and a high cost area.
These are defined by offcoms calssifiaction system, based on the exchange market type
Market 1 - (high cost) this is where BT (wholesale) are the sole provider of broadband services.
Market 2 ( low or normal advertsied prices) where there is another wholesale option ( ie LLU)
Market 3 ( low or normal advertsied prices) where thereare multiple wholesale options ( ie LLU)
My Local exchange by the definitions is Market 2, yet plusnet wont change the prices to the correct market 2 rates, as a result of this they are overcharging.

Plusnet do not set the classification of exchanges they just apply the classification.
Is your exchange officially classed as market 2? If so you have cause to complain to Plusnet and I am sure they will rectify the matter.
