Best data PAYG SIM for occasional use in Europe

I'm asking on behalf of an elderly friend who is acquiring a tablet.

  • He wants PAYG
  • Most of his usage will be in the UK, but with some usage in France.
  • I'm guessing we are talking about around 300Mb/month in the UK, 50Mb in France/month - he's capable of switching to WiFi when it's available.
  • He doesn't want to mess around with changing SIMs.
He will probably get a Samsung Galaxy (not sure which version).
