parking eye fine .need advice and help!

i am kinda worried , they are asking me to pay the reduced amount of 60 pounds should i pay them or ignore it? is parking eye a scam?
i have received a parking eye fine through the post and i have appealed against the fine but parking eye rejected the appeal and have said that i can appeal again through POPLA a service used for appeals that are rejected.
i want also mention that i did not leave my car unattended i was sat inside the car and i was there for 12 minutes.
any help would be greatly useful.

hi there,,is parking eye a scam you ask,,,,well ermm,,yes,,anyway did parking spy/lie/cry/eye send you an appeal code for popla??? even so you can ,,,a)ignore or b)appeal to popla but you must have an appeal code from parking spy,if they fail to give you one within 35 days, then thats it so to speak and jobs a belter,,,other folk will be along shortly with further advice.but if parking spy do go down the popla route,probably unlikely it will cost them £27-00 +vat to do so,so they most prob wil not,,,incidentally its not a FINE,,merely a request for money.0

Click to change the search to 'show posts' (NOT left at the default search 'show threads').
Read.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

PE will claim that the 35 day limit is no longer the case, as they have strongarmed the BPA into dropping that clause. However the heavily manipulated CoP is not yet in force, and they know it.0 -
PE should have provided a form for POPLA along with the letter that rejected your appeal. At the bottom of that form is a 10 digit verification code that for a PE appeal will start with the 606.0

i have checked the letter again and there is no verification code. i will wait 35 days i guess. thank you ever so much for the help really appreciated.0

Which basically means in bpa/ppc land that all of them are exceptional circumstances so it will never time out. They are bending over backwards to refine the scam to suit the parking companies. Obviously changing critical parts of the code of practice after pofa 2012 has come into effect is deceitful to say the least.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
