Internet charge for tablet £4.16 tethering on vodafone

I think that my sons vodafone account has been charged a tethering charge for his brothers (they share a room) android tablet, it shows on the bill as £4.16 being charged at 00.00 on dates when the tablet was switched on, it was locked for a while which is why the bill dates tie up to the tablet. We have wifi in the house so should this have happened?? They have never physically joined the two devices.
Many thanks for your help, and please feel free to move if I have posted this in the wrong section:)

They don't have to 'physically join' anything - tethering is a euphemism, all it requires is the tablet to use the wifi signal broadcast by the handset instead of the home wifi.
An easy way to check is look at the wifi networks the tablet accesses - if the handset is showing, then it was enabled.0 -
Thankyou Buzby, this makes complete sense. I spoke to my nephew about this also and he told me to make sure the phone had its mobile hotspot turned off?? Well I think thats what he said lol!0
