Excel Parking Charge Notice Middlsbrough (Leisure Park)

Parking Charge Notice

Hi all, I parked in the leisure park for about 35mins which is a FREE car park for about 90mins if you stay within the leisure park area. My notice has ticked other for having LEFT THE LEISURE PARK which I did of course only to literally cross over the main road crossings to a registry office.

I have read allot of the posts on here and I will definitely NOT pay up like I did when I got caught overstaying my welcome at Farmfoods Redcar with ParkingEye. Although that was only a £40 fine which would of risen to £70. There is about 5 attendants working for Excel that only have about 60 parking spaces to keep tabs on and they stand about side-by-side to either look cool, stay warm or to show intimidation into don't force us into giving you that ticket! lol. Charges this expensive is a joke. Fair enough charging £10 or so, but £40+ a time is shocking, no wonder their attendants look smug all the time, they getting extra commission or something for the more charges they dish out?!

I'm sure there was only 1 reasonably large'ish sign about the parking but it was about 12ft in the air and more aimed at the side where another pretty large private parking is. It is placed in the centre of a pathway. It basicly showed 5 shops in that area where I could go and that's basicly it, the writing was very small for sure.

I guess I will be expecting some interesting, threatening yet amusing false letters in the post which I can use as Rabbit Litter.

What to do?

Do you think I should just ignore any correspondence from them. And then if after about 4 or 5 letters they keep at it report them for harassment. At what point should I take note? If I was one of the rare cases that it did get taken to Middlesbrough Court and received a letter from them directly? How would I know exactly if it's legitimate? Or do I just go straight in for an appeal.

Somebody else received a charge at the same place here: https://forums.moneysavingexpert.com/discussion/2593269
If you would rather me post my message their instead then I will do instead of countless threads been created.

Here is another Excel parking thread which made great reading. :)https://forums.moneysavingexpert.com/discussion/4016957

Is that picture not your actual ticket then, as that one is for someone 'overstaying their welcome'?

Is your ticket the same as that? It's not compliant then - in terms of the timing to pay - compare it to this and check the back of it too for POPLA info:

    http://www.parkingcowboys.co.uk/keeper-liability/

and see this BLOG about appealing to POPLA (second stage appeal):

    http://parking-prankster.blogspot.co.uk/2013/05/secret-reasons-you-can-use-in-your.html

BUT for now do NOTHING AT ALL except read up on the scam that is all private parking tickets.

WAIT for the 'Notice to Keeper' in the post (keep the envelope too!) then having read up on appealing and POPLA and read some other threads around yours here on the forum, you'll be ready to challenge the whole scam. That's the current advice as long as it's not a company/hire/lease car where the keeper isn't you.

Come back for help if you want when challenging the postal Notice to Keeper (the first letter) and CERTAINLY get more advice here before POPLA.

I have attached exactly what I got but scrubbed out some info. Also yes the car belongs to me.
So you suggest I wait for the notice to keeper letter. Then what?charge001.jpgsecond001.jpg

I also scanned the back of the parking charge notice and card that was in with the packet above.
Ok, I will wait till the notice letter that I receive and then reply back to see what I should then proceed to do.

Thanks for scanning that in, I hadn't seen all the enclosures with a recent Excel 'ticket'. Always useful for newbies and for the 'PPC letter chains' thread.

No problem. What is the likelyhood of winning an appeal for my particular circumstances? Do majority win appeals with POPLA even with crappy excuses?

That is worthy of a complaint to the DVLA and Popla as its not compliant, "any appeal after 14 days are not considered" means that should you wait until the NTK and make an appeal it will not be upheld! This is a direct bpa code of practice breach!

They skate on thin ice already by being banned from dvla access for 3 months previously, this is a serious breach IMO
When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

You get out of it by reading up on it! I can't keep re-typing the same stuff. Search the forum please or just read the first few pages of threads. ANY.
