The advisor at my local job centre seems to be oblivious to this form, doesn't know what it is? asking me why do i need that? lol

Oh dear!! I used to work in a Jobcentre dealing specifically with customers claiming ESA, so I do know what I am talking about. Ask if you could see an ESA adviser or if not ask if one could ring you and discuss the issue with them. The WP07 form is what JCP issue to a Work programme provider to report a change in a customer's circumstances.
Try and keep in contact with your provider at present as the last thing you need is for a sancion to be imposed on your benefit.

They can't sanction an ESA appeal rate.
I'm not sure how this applies but the regulations changed in Dec 2012 Apparently.
They now sanction the full portion of your basic esa rate and you get to keep the work related component only(as opposed to originally only being able to sanction percentages of the work related component.
I really dont know how this applies in the situation of esa assessment rate as there is effectively no other component and this is the sole source of income.
but it is very worrying that they now can stop the full £71.?? pw.0 -

Unbelievable as it may sound, the fact that your entire source of disposable income can be suspended through sanctions is now a daily occurrence for the tens of thousands of benefit claimants who are sanctioned every year.
It is no different to JSA claimants losing £71 per week through sanctions and being left with no income for weeks, months or years. ESA claimants are not treated with any less contempt.0 -
JCP are very 'random' with the information they give out.
I attended a WFI last year and was informed that I had a mandatory appointment with a WP provider, which was correct.
What I wasn't told at the time was that the appointment was an introductory session after which my participation would be voluntary because I had a prognosis of over twelve months.
This is confusing to many claimants, and it isn't explained very well.
Basically it means that the DWP will not call an ESA claimant back for an (ATOS) review until twelve months +, so the claimant is exempt from any mandatory involvement with WP providers, if the claimant decides to volunteer for the Work Programme it then becomes mandatory.0 -

I said that because you shouldn't be attending the work programme. Your work programme was in relation to your JSA claim. You then switched to ESA and there should not have been any more work programme. I told you to speak to the JC JSA & ESA advisors have you done this yet?
Your situation is unheard of I have never seen anyone in your position before and if I were you I would speak the JC advisors and then just stop going. You can only be sanctioned on ESA after having passed a WCA and put into WRAG and THEN and ONLY THEN ....not complying.0 -
I have the same problem, but my advisor and all the staff don't even try to conceal her odd contempt for me - If I go in, there is a kangaroo trial, (literally, NO exaggeration), literally a kangaroo trial where she loudly publicly humiliates me surrounded by all the JCP staff, customers. I am, to this middle-aged Carribean black lady, HIDEOUSLY long-term unemployed and useless, !!!!less scrounger -- because I just raised a son, 18, for 18 years, 100% alone . He is still in my home!! (As an A-level kid!!) But they treat me like a problem unemployed , no skills. I didn't get a WFI, I got thrown to WP in front of their entire staff group-- who then all dropped everything, and surrounded me to shout me down. I want to do NEA Enterprise when the time comes, but I am on ESA and not well yet. They even wrote to me Christmas Eve (while still under 100% no-WRAG sick note).
So, my qestion is -- what do you do with a personal advisor has made herself that unpleasant? The whole team was like that - none of them EVER helped me in any way.0
