SIM-lock from Virgin mobile is one of the most expensive to unlock.
620 is not outdated, actually it's a quite good basic phone. As long you keep in mind the "basic" word :-)0 -

1. It's not reconditioned. I think all they've done is checked them over and done a factory reset. As they've been returned within 14 days it's almost like buying an ex-demo from a store (that only uses it's demos for 14 days max).
2. Windows phones are fast. Just as fast as my iphone 5 in day to day use. NFC, front facing camera, dual core s4 series processor (a lighter version of that found in the nexus 4).
Just put of interest, what are the outdated and poor features you talk of?
IMO would suit most people - minimum user and above.0
