Orange - security bar and registration

I've taken advantage of a couple of recent Orange online PAYG offers. The first phone has arrived, and as advised by Orange, it actually does have some sort of security bar applied.

I have no problems with ringing Orange to have the bar removed, but I have no desire to register any details with Orange. This is because of the total hypocrisy I preveiously experienced with Orange regarding their claimed desire to protect the customer.

Hence my questions are:
Will Orange require me to provide registration details before they will remove the security bar?
Do they have any right to do this?
