Can Virgin break an unsigned contract?

A few months ago I negotiated a reduction in my bb/ll/tv package with Virgin, they brought it down by approx £20 a month and I would be tied into a contract for 18 months. I was happy with this but every month the bill has gone up until it's back to the original cost. I don't have any add-on's, extras, everything is exactly the same, except the bills.
No paperwork received or signed by either party, so wondering if I can go back to Virgin and tell them I am leaving without having to pay a penalty. (Considering the latest talk talk package)

    Why have you just paid the bill? You need to get on to them and complain.

    An error in billing isn't grounds to cancel. (And you don't have to "sign" to make it a binding contract)
