On a max individual holding of £30,000, you might expect to get about £400 a year in small prizes, and that £400 might be expected to win another prize about once in 5 years.
When things only happen once in years, it's not hugely unlucky if they don't happen.
If you hold the 30K, you wouldn't be able to reinvest the £400 prizes, so they couldn't possibly win any prizes themselves.
As to the OP, you could only answer this if you waited for an infinity of draws, it's random, I have blocks of bonds that have never one £25, and others blocks that get drawn "regularly".0
