OP, have you confused the Passport request?

It would seem if you have a current Passport you don't need to send photos at all for a lost licence application.

They use an electronic copy of the passport photo for the licence, or are there other issues with the replacement?

You’ll need your driving licence number if you know it and will have to pay £20 online.

If you want to renew the photo on your licence as part of your application you’ll need a UK passport issued in the last 5 years.

DVLA will try to get an electronic copy of your passport photo. If they can’t, you’ll need to print and send a form with a photo.

If you find your old licence after applying for, or receiving, a new licence you must return your old licence to DVLA explaining what’s happened.

Driving licences issued from 14 October 2012 look different, but existing licences are still valid.

When you have lost your paper licence then you need to send evidence of your identity or give them your passport number (as long as you have a biometric passport)

If you don't hold a biometric passport then you have to send your passport in to them.

Only send your passport as a last resort, chances are the DVLA will lose it and deny any responsibility.
