Nokia X2 Restriction Code

I have a Nokia X2 mobile phone. It's a couple of years old and I want to give it to a friend to use.
It's on the Virgin network and the IMEI is 354346045290581.
Virgin want £15 to unlock it. The phone cost around £30. Go figure?
What is the restriction code?

    It's the code network gives you when you performing sim-unlock.

    You can use T-Mobile SIM without unlocking it. Or Virgin obviously.

    T-Mobile SIM does not work in it. I rang Virgin they said the phone is locked to Virgin only and it cost £15 to unlock it.
