I'm almost certain you need to fulfil both the criteria (the amount is lower in certain areas). Otherwise you would get a lot of people using it as an easy way to get a Green Card.
Gloomendoom is correct, this is the visa you will need, but the criteria to obtain it is understandably very high.0 -

Yes, something we have considered for the short-term but ultimately I need to be over there.
The VWP isn't in place to allow you to go over to the US to start up a business.
The limit of 90 days is the maximum, CBP can set any limit they want to an individual.
If you are intending to set up a business in the US speak to some nice lawyer types who will guide you down the path of enlightenment.0 -

It sounds a pretty extreme solution for immigration but I guess its good for diversity.
Anyhow - 2014 applications are already closed.
I think I need to seek advice from a Lawyer as mentioned above and work out if its actually going to be possible.0 -
UK was not allowed for 2014 entries....but may be for 2015
I didn't think UK citizens were ever allowed (paying us back for No Taxation Without Representation I expect, and hang the Special Relationship!) unless you come from Northern Ireland, in which case you can qualify as Irish.0
