    I know it may appear unimportant but accurately identifying the company can make a world of difference both in terms of the situation you are really in and the advice we can offer.

    Assuming that the company is actually SIP Car Parks Ltd based in Manchester then they are an BPA AOS member. Perhaps the Op could confirm this?

    IIRC the CoP states that the driver (in receipt of a NtD - which is what a ticket affixed to a vehicle is) has upto 14 days to pay at the discounted rate. Taking the mickey, yes but technically not a breach. However £50 as opposed to a full rate of £60 doesn't represent a 50% discount - that would appear to be a breach.
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

    The BPA CoP states unequivocally that it's 14 days:-
    19.7 If prompt payment is made, you must offer a reduced
    payment to reflect your reduced costs in collecting the
    charge. The reduction in cost should be by at least 40% of
    the full charge. ‘Prompt payment’ is defined as 14 days from
    the date the driver or the keeper received the notice

    OP - are you able to post a redacted (identifiable details masked) copy of your parking ticket, both front and back please?

    This can then be examined on here and any aspects not complying with the CoP and/or PoFA (Protection of Freedoms Act) can be highlighted - these can all help you in the context of your next steps.

    Nowhere on that website is BPA mentioned and in all the blurb to potential clients, whilst suggesting that SIP will send tickets out to 'offenders' nowhere, either, is access to the DVLA database covered.

    With respect, the discount offer period as set out in the definition is contingent upon prompt payment being made not the discount being offered. I'd suggest that an unequivocal definition would be something more along the lines of:

    "You must offer a discount of not less than 40% of the full rate for 14 days from the date the NtD was affixed to the vehicle"

    This sort of wording is not untypical of the BPA and their flow chart (which is what I was relying on - that'll teach me) does bear words to the effect that the discount need only be offered for upto 14 days which throws a slightly different slant on things again. Perhaps even the BPA aren't clear - now that would be unique!

    Just looked at their website again - Job Vacancies. Positions for Parking Enforcement Officers in Walsall, Leicester and Sheffield.

    Pay 'Minimum wage rate applies plus bonus'. Wonder how they generate their bonus .... hmmm!
