I agree, you are still in time to appeal and it seems as if you still can. Do not believe the PPC if they say you can't, just write again and really push for a POPLA code.
If you do get a POPLA code then get advice here as to how to word that stage (not a normal appeal by any means). If you don't know what POPLA is then read the threads on the forum because it's discussed every day on most new threads and in the stickies at the top.
