Summer hot water supply

Hi all

My grandmother lives in her own apartment but pays an annual service charge which covers, amongst other things, the heating and water supply.

In summer, understandably, they reduce the number of hours of the day that the heating is on. Whether this is linked or not I don't know but the amount of hot water available is also significantly reduced. After all the showers etc have been had in the morning the water is at best luke warm for the rest of the day until the evening.

I haven't been able to look through the agreement relating to the service charge but wondered if this is common place or indeed legal?

The normal agreement for the Service Charge is to split the total cost among the occupants.

In my experience there is always disagreement between apartment occupants about what should/shouldn't be provided to save costs. i.e. some want heating cut off, say, May to Sept inclusive; others object. Window cleaning in Service Charge(SC) or an individuals responsibility.

I think most provisions in the SC are set by the Management Board in blocks of apartments.
