Must be an app limitation then. This is what tomtom looks like (note top left "no sim").

Just downloaded and tested NavFree UK, it also works without any sort of data connection with an iPhone, in fact it will also work without having a simcard in the phone at all.

I used to use TomTom for a while on an iPhone 4 with no SIM card & WiFi disabled - no problem.

Did your iPad have GPS? The WiFi ones ONLY have assisted-GPS (which uses WiFi to locate where it is - doesn't work in the middle of nowhere). The 3G ones have A-GPS AND proper GPS so work fine.
Nothing I say represents any past, present or future employer.

Gjchester has confirmed it was a 3G enabled iPad, so would have a GPS chip, I suspect the problem might have been something simpler, like having disabled location services for the app.

Nope, never changed any settings, The only difference between a lock or not was if they had a been in a wifi zone recently, as soon as you got on Wifi the system locked, no changes to any setting.

Only think I can think of is the devices lost track as we were moving, possibly the car affected it (Rental car so not as if I could do a lot about it), it was bugging me to heck as we had all the hotels mapped out in NavFree, but thankfully we had reasonable maps, plus NavFree worked to let us see street maps offline.

I never had a lock with NavFree before the on the road test, I downloaded and installed it via iTunes and the first time I started the app was without a sim card or wifi active so it never had any chance of an a-GPS lock.

You mention the rental car, it didn't happen to have a heated windscreen or the UV film layer fitted did it?

Didn't have a heated front screen, but the UV layer, who knows. It's possible

My PAYG Nokia Lumia 710 just took 5 seconds to lock on indoors with data and wifi turned off. Always locks on far quicker than my 6 year old TomTom One.

It is supposedly possible to download an area (70-80MB of data IIRC) which then allows off line use, in every day use though it didn't work as described and in my experience only works properly with a data connection.
