failed compensation claim

I've just joined the forum and I have received an email back from Monarch refusing my claim for a 20 hour delay due to a faulty elevator aileron computer for which they claim to be extraordinary
circumstances. So does anyone know what are ordinary circumstances for a valid claim. What's the next step as I have only sent an informal request for compensation.
