Contact your Councillor rather than the council itself. Council staff are never interested in anything and only exist to line there pockets with their non-jobs, salarys and pensions.0

If twer me, and its not out in the middle of the road, during the night i'd place some large cones around it (if you can find some not being used on another set of endless roadworks) and then keep schtum, doesn't matter how long they take then.0
