Where to buy the cheapest unlocked phone?

Right, so here's the problem:
I live and work in Spain and have a PAYG contract here with Orange, I also have a PAYG contract in England with Orange for when I go home.
Recently a light fingered baggage handler at Madrid Airport stole my UK Orange phone (SPV c500) from my luggage and so now I am thinking of buying a new phone which will run both sim cards (unsurprisingly Orange UK sim cards don't work in Orange Spain phones!) or unlocking my Spanish phone.
Can someone tell me:
1) Is it possible to unlock a Siemens CF110 for free?
2) Will it then take an English sim card?
3) Where is the best place to buy an unlocked phone (I am assuming people will say eBay but anywhere else would be good). I am looking for something light to carry and has a good design (something like an Orange SPV, Motorola RAZR V3i or a SOny W800i).
Looking forward to receiving some help from you always helpful people!

2) Yes. All of Europe uses same band. Asia and USA use a different one.0

A friend gave me a Motorola Razr V3i which was locked to T-mobile. I initially bought instructions on unlocking it from e-bay but couldn't make head or tail of them! ( If you're technically minded I can let you have them but there were too many warnings included for my liking!) Eventually took it to a local phone shop who did it while I waited for £5. I too use Orange UK and Orange ES and it works fine with both!
Sorry just realised I didn't answer original question - it looks like you can't unlock your Siemens CF110 with a code> I've checked a few of the websites I've used before and they say it requires specialist hardware!0
