    The Ministry of Works used to specify that the hot tap was to be further away than the cold tap (so you didn't burn yourself). Not "on the left" not "on the right".

    OP there is no requirement at all to erect or provide a fence. There may be a requirement to maintain a boundary, if so this will be in the deeds, but that may be as simple as having posts with wire along them. If there is a fence, the person who erected it must ensure that it is not in a dangerous condition, but that may involve removing the offending fence (you'd have a duty to notify the absent LL that the fence was dangerous before taking any further steps, such as court action).

    What a householder does have a responsibility for, is to ensure that their children or livestock (or dogs) do not stray onto a neighbours property, so in that case, they may need to erect some sort of fence to stop the children or animals from straying, but that could be achieved by wire netting.

    I worked for a number of years on a farm and the solution that farmers use is if the wire or lats are on your side then the fence is yours. When you put a new fence up the posts are always on the neighbours side. So if the bare posts are at your side then the fence is not yours.
