Can I get a bill reduction from Talk Talk?

I've had no internet for nearly 3 weeks cos the ADSL line is down, I had no callback (which I requested), had one engineer out today but they've referred it back so they can look at the line itself. I'm having to pay £15 per 5 days from BT Phone Hub so I can access the net to pay bills, etc.
My Talk Talk bill is £18 per month inc line rental, but if I'm not actually getting what I'm paying for, shouldn't I get a bill reduction or no bill at all? I didn't know if this was possible?
Otherwise I'm paying well over £30 for a measly internet connection for 1 month!

Why didn't the BT Openreach guy fix the fault? What is he referring back. Are you sure its a line fault, does phone work?That gum you like is coming back in style.0

I think he was just a Talk Talk engineer, he just checked router and cables, etc inside the house, said BT would have to come out to fix the line. The phone works, just not the net. All lights on router keep flashing, including ADSL.Up and onwards to the future!

Sounds like an exchange fault.
You should note your lack of service time, and other expenses and put in a claim with their CS.That gum you like is coming back in style.0 -
Though since there is no SLA, all you are entitled to is a credit for the downtime. Though you might be able to wangle some small goodwill extra.
