Biasi combi boiler Problem

I've already had an expert in twice about this and my problem is still not solved. Hope someone can help..please!

I have a Biasi Parva combi boiler and I’m having a problem with the hot water supply in my house. I can freely get hot water downstairs it’s only upstairs in the bathroom where I have the problem. If I turn on the hot tap on the bath for example the boiler fails to ignite and after 10-15 seconds or so the red fault light on the boiler comes on and I have to reset the boiler having got no hot water. I have found a way round this problem and that’s to put the heating on first, then I can then get hot water from the bathroom taps as of course the boiler has already fired up, but it’s not ideal. As I said downstairs there isn’t a problem, I get hot water ok and without the need to turn the heating on first.

I have a theory as to what the problem might be. Upstairs the water pressure seems to be very low especially compared to what it is downstairs. For example, the hot tap on the bath, even when fully turned on, only runs about 20% as fast as the hot tap in the kitchen so I’m thinking maybe the flow from the hot taps upstairs simply isn’t sufficient enough to spark the boiler into action?

The pressure gauge on the boiler by the way shows 1 bar and the water flows from the taps downstairs at a good rate, it’s just the hot taps in the bathroom that are the problem.

Is my theory any good (and if so how do I correct the problem) or is it another issue altogether?

    It could be the lack of flow upstairs, but my only problem with that theory is that the boiler is locking out, therefore to lock out, it has detected the flow to the bath tap.

    What has the 'expert' done and said?

    The only thing i can think of is a partial blockage to the hot taps upstairs.
