Problem with Paypal refund

Didn't you get an email from Paypal confirming the refund? I normally get one when I refund people and I forward it to them as proof I've done it.
Yes, and I did, but they are saying that the refund is not showing in their account, then they launch into how they are a HARDWORKING MAN and will never use eBay again, they have won an item since but will not pay for it, telling me what my name is, that THEY DO NOT WANT GAMES!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! (random, disturbing use of capitals and exclamation marks toned down for this summary)
I am well aware that Paypal make mistakes, but this buyer is pushing all the wrong buttons if he wants my sympathy or help.0 -
tell him to log into his account and click on all account activity. My refund did not show on the recent activity section. He should then be able to see a payment with temporary hold in the 'type' section.0

Personally I would ignore him. You've given him enough help.

Starlit paypal refunds are only instant if your buyer paid from their paypal balance and you refunded from a paypal balance.
If you didn't have sufficent funds in your paypal balance when you made the refund then the money would have to be transferred from your bank account into your paypal account. This can take 7 working days upwards.
Similarily if your buyer didn't pay from a paypal balance the money will have to be transferred back either via his debit or credit card (it doesn't arrive back in his paypal account) unsure exactly how long this takes but it's likely to be 5 working days at least.
If both the above are true your buyer will be in for a long wait.0 -
The refund came out of my Paypal balance.
I'm not quite sure what the buyer's situation is, as they're saying conflicting things, and don't answer when I try to clarify.
I made the refund on May 11th, so he should have received it by now.
I feel that I have done everything that I can to guide him through it, so it looks like some lucky person will get a second chance to buy it in a few days time.0 -
It may be just a coincidence, but today was the deadline that I gave him to sort it out. Just as I was about to close the dispute, I got an email from an eBay member with a name that was quite similar to, but as I later found out, not the same as, this troublesome buyer.Hello ,

Now I fairly regularly get fake eBay emails, but they tend to be of a different style to this. It just seems a big coincidence that this fits my current circumstances very well. Until I went back into eBay and checked, I was sure that the username was the same, and the standard of English is about the same as the buyer that I have been having problems with. (It's quite an odd eBay username.)
It was only when I went to respond that I saw that the link was to a phishing site.0 -

Your buyer is a scammer and has finally been flagged/frozen by PayPal as such. The scammer likely can't access any refund as it will be used to repay their earlier victims.
You should report the second eBay ID as linked to the scammer's main account so both can be eventually NARU'd by eBay. I'd also report the second email address to PayPal so they can flag it as connected to 'fraudulent activity'.
