As I said I will call council on Monday but was just wondering as online there was not an option for him moving in as my partner and not as a tenant. It was also the tenancy agreement needed for SAAS that I was really confused about. But again, as I mentioned, I will call both on Monday. Thanks for replies0

Do you want him on the tenancy agreement?
If you aren't going to get married very soon I would ensure he isn't on the main tenancy agreement. This is to protect you if anything goes wrong.
However he can have a written lodger's agreement. You should be able to find one online. (I only have one for England.)I'm not cynical I'm realistic

Do it the other way round. You contact GCC and tell them you are no longer entitled to single persons discount. They will probably ask where he lived previously0

It's a single occupancy discount rather than a single persons discount, and the OP should still be able to receive that discount because a FT student is exempt from CT ( the" Council would need confirmation from the place of study) and would therefore be disregarded. the Council should still be informed that the OH/student is moving in and the relevant paperwork completed.
In Glasgow it is called a Single Persons Discount. She then applies for a Status Discount.

I don't know if Scotland is the same, but in England it wouldn't be him registering the change for council tax but you. His parents would remove him from their council tax information and you would add his details to your council tax info. If he was renting or buying a place himself instead of joining an existing 'household' then he would need to register himself for council tax.Don't listen to me, I'm no expert!0 -
It doesn't really matter whether he advises the council he is moving or you do, as long as someone does.
For council tax purposes you wouldn't be regarded as his landlord as he is your resident partner and therefore takes the level of responsibility in the property as yourself for payment of the council *.
* - Whilst he remains a full time student the situation is slightly different in that he cannot be held jointly liable for council tax payments and they would remain your responsibility only for the period he remained a full time student. Once he ceases being a student he becomes jointly responsible.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0 -
In Glasgow it is called a Single Persons Discount. She then applies for a Status Discount.
Strictly speaking 'single person discount' and 'status discounts' are not defined in regulations as such - a person can 'disregarded' based on their circumstances (e.g a f/T student) and if there is only 1 remaining adult in the property who is not disregarded then a 25% reduction applies.
The term 'single person discount' has entered common use though and is a handy way to refer to the 25% discount.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. Hi, I'm having a similar issue with my SAAS application - I live with my boyfriend however the flat is rented in my name only, therefore we don't have a joint tenancy agreement...did you have any luck speaking to them when you called? Is there another document we can use? (It seems a bit daft that we have to prove it this way round...it would've been easier to lie and say I lived on my own!)
Any info would be much appreciated0
