    I too agree you should not pay either the 'arrears' of electricity, or any bill going forward.

    The fact tha a) the bill is in his name and b) you have lived there for 3 years without being asked to pay indicates firmly that electricity is included in the rent.

    The risk is that if you refuse, and he is unhappy, he may end the tenancy.
    a) would you mind/want to move?
    b) do you have a fixed term? when does it end?
    c) or is your tenancy now Periodic (monthly)?

    However, on the plus side, he cannot evict you at present as he has failed to register your deposit (as asked above - do you have proof of payment?). He will have to return the depsoit to you in full before a S21 Notice (step 1 for eviction) would be valid.

    Don't tell him this unless you want to help him!

    Write, old-fashioned snail-mail rather than email. Keep copies of everything you send.

    I agree, look for somewhere else, but you can make his life hell if you take him to court for not protecting your deposit and not providing a gas safety certificate.

    If he tries to deduct the gas bill from the deposit he is getting in even deeper.

    I hope you have a carbon monoxide alarm in the property (and smoke alarms) especially as LL has been remiss with the gas safety check. If you don't - buy them today (and batteries) it really isn't worth the risk, especially with a baby.
