Is it a couple who are breaking-up and selling? Could be they are messing OP about by squabbling over division of equity?

Is it a repossession? I cant understand why someone would put there house on the market but then not let a surveyor round?

Without a complete chain, it's understandable. If they can't find somewhere to buy, it's good that they're not letting their buyer spend money.

People want to move, but often realise what they want to buy and what they have to spend are miles apart. Chances are, the sellers will pull out.

The OP shouldn't really be spending money when the chain's not complete anyway. I think the vendors have done the right thing.
