Hi,
I received a penalty notice on my car yesterday from Ace Security Services.
Where I work has parking for people with permits. As I do not own the business property, I rent space from the owner as do other employees. We all receive 'Visitor Permits' for use. This has worked great since I began working there last Summer. Had no problems at all.
I rang up to question the ticket today and according to the guy on the phone the photo does not show the details on the ticket. The bold colour of the ticket and 'Visitor Permit' are apparently visible though. The guy on the phone was pleasant enough and said I had the right to appeal the ticket.
Now, I clearly have the right to park there. The ticket has been in the same place for the last year (I have not received a wallet that adheres to the window). The details that are written on by the business owner show my registration plate, business I am 'visiting' and the business phone number (these are the parts apparently not visible on the permit). As such the man on the phone said the ticket is not valid as they cannot verify who the permit is for.
I have the right to appeal. What can I do? Surely this is similar to a pay and display ticket dropping on the floor?

I can not find Ace Security Services on the BPA list of Approved Operators.
If they are not BPA members then it is safe to Ignore them completely.

If they are not BPA members then they cannot get your address from the DVLA and so cannot take things further; it is therefore safe to ignore.
If they do find your address, then some abuse has gone on.
This sounds like a scam btw (well, more of a scam than the usual scam, anyway). They issue tickets regardless; enough people will pay up to make the operation worthwhile. Then they move on and try somewhere else.Dedicated to driving up standards in parking0 -
There are signs up at my place of work - I will view them tomorrow to see what they say.
So if they are not BPA listed, the case ends there effectively?

Completely ends there unless a hapless driver thinks there is actually a chance of 'appeal' and is fooled into handing over their details on a plate!

And the signs that say about 'No Parking without Permit' for example should say BPA?
The actual ticket itself says with regards to appeals:
'All appeals must include your name, address, reference number and vehicle registration'.
It also says they cannot deal with telephone appeals as it is difficult to submit verbal evidence before a court.
If they are not on the BPA list I presume this is their way of getting a home address for the driver and then continuing the process?

That's the sign they put up in the parking area. Just to confirm they are not on the BPA list and that the claim ends there.

I did a bit of Googling and found this PDF of their contract with your site landowner. Your landowner is an IDIOT for signing this!!

Not only does the owner have to PAY an annual fee(!!) to this unregulated bunch of traffic-warden-impersonators, but they also have this clause:

Also, because the landowner is using an unregulated non-AOS member firm, the agents CANNOT get DVLA access so have no more powers than if the landowner sent his teenage son round twice a day to stick bits of paper on the windscreens of cars. And he is stuck with this 'service' for a whole year at least![/FONT]
