Before you buy anything or change an OS or even install some software as per posts here check to see if your Wireless adapter can't already do it.
My laptop for example has an Intel wireless adapter that allows you to setup internet sharing from its GUI and will even let you create a wireless hotspot when connected to wireless. I think the Intel software is called My Wifi off the top of my head.0 -
Spare router (cable type not adsl modem) ought to do the job, or connect laptop via ethernet then use the wifi to create a adhoc wireless spot (granted will have to be onto use)..

Several of the solutions mentioned set up ad hoc wireless networks as opposed to the infrastructure type an AP or router will provide. Not all phones/tablets support adhoc.
IMO the simplest and most flexible answer is a cheap purpose made AP or range extender - the TP-Link ones tick all the boxes.0 -

That looks like a fantastic product - I might get one for when we are at trade exhibitions and are provided with an ethernet cable to the stand (similar to what macman wants)
However, does anyone know if it is has a dhcp server built in or just port forwarding?
It must be there but I can't see it expressed in the spec and I imagine it would need to be able to hand out IP addresses for macman to use it successfully.

Is TINY so looks like its excellent for travel - powered by usb cable or adapter (supplied) so even more flexible.
And the spec of this definitely states dhcp.0 -

Thanks for the many suggestions, I had no idea this would attract so much interest! Going for the MSE no cost options, I already have a spare Netgear DG834G ADSL modem router, and a LinkySys WRT54GL cable router (the latter has been flashed to the DD-WRT firmware).
Potential problem with configuring the Netgear (or any other modem router): espresso's link in post 3 explains how to do this, and in the instructions for the Netgear it requires you to power cycle both routers (presumably to reissue the IP addresses)? I'm not going to be able to do this on the main router, as I won't have access to it. Is this going to apply using any modem router or router? Or can I use the Linksys without this requirement?
For those who asked, the laptop is running XP Home.No free lunch, and no free laptop
