I believe the junkie still has a duty to pay for what he has purchased. If he could not afford he should have refused the offer.
Enforcement of the debt is another matter, and in this case probably more direct that going to court.
The fact thay are a junkie means they can't say no. They don't pay in most cases but the supplier exacts "punishment" and takes control.

Guess we have to differ there (even with the analogy). Individuals and states should take responsibility for their own actions. I do not blame drug dealers for problems of an addict, the addict always had the option of saying no.
I truly hate this everything is somebody elses fault culture.
It's not Germany's fault that Greece over borrowed but they do have some responsibility surely. Taking responsibility for your actions involves considering the effect on others - that's not a blame culture.
There's a difference between blame & fault and responsibility. The line is often blurred - take the Baby P case - the way it was reported IMO was that social services were complicit in murder when in reality they had underperformed and therefore had to take some responsibility.0 -

Addicts don't have much control of that free will especially when the thing they are addicted to is readily available.
Germany knew what they were doing, assessed the risks and knew they could hold out longer than they could in a stand off.
